In order to change the Sandstone (Mozilla) theme header to be locked to the top of the of the viewport, we will need to fix all of the named anchor points used in various pages such as comments in show_bug.cgi, components for describecomponents.cgi, field names in the help pages, etc. We can either do this via a CSS solution or some other method to make sure that the page scrolls to the lower position instead of being hidden behind the fixed header.

This is also a big problem on the votes page.
The header will be fixed-positioned again in Bug 1376826. I've already add an workaround for show_bug.cgi but other pages need the same trick.
