Does it even WFY if you skip STR #2? Then you probably have no .gtkrc-2.0 containing gtk-key-theme-name = "Emacs" in your home directory.

I've no .gtkrc-2.0 at all in my home directory.

Then you probably have no "emacs keybinding", i.e. clear input field with ctrl-u, delete words backwards with ctrl-w etc. (explained in e.g. Bug 259810)
