bug 684701 adds "watch users" to components, but requires administrators to manually create the user.

we should create the user automatically, using the naming scheme

  <component>@<product>.bugs

with spaces replaced with hyphens.


when a component or product is renamed, any automatically generated usernames should automatically be renamed to follow the new name.


as we need to also allow for the same user to watch multiple components, this facility needs to be optional, but enabled by default.

- adds 'automatically generate' checkbox to component editing for watch-users
- automatically creates watch-user if required
- automatically renames watch-user if required
- adds ability to make watch-user optional
- adds 'default assignee' option
