Note
- When the user enables "Show tab previews in the Windows taskbar" in settings and then hovers the Firefox icon on the taskbar, on a secondary monitor, he will notice that the tab previews are blank.

Steps to reproduce
- Go to browser preferences.
- Enable "Show tab previews in the Windows taskbar"
- Open multiple random websites in different tabs.
- Hover the Firefox icon on the SECONDARY monitor.
Expected result
- The tab previews are properly displayed.
Actual result
- The tab previews are BLANK.

This issue reproduces in builds as old as V70.0a1 so it is safe to assume that this is not a regression, but an issue since its implementation. Further back investigation could not be possible because builds around v60.0a1 would instantly crash when loading any content.
