Steps to reproduce
- Launch Firefox and go to https://www.nih.gov/about-nih
- Scroll down and click on the Facebook/Instagram/Youtube/etc link.
- Click "OK" in the displayed prompt.
- Close the new opened tab and repeat steps 2 and 3 until the "Don't allow www.nih.gov to prompt you again" check box is displayed in the prompt.
- Check the "Don't allow www.nih.gov to prompt you again" option and click ok.
- Close the new opened tab and repeat steps 2.
Expected result
- The new Facebook/Instagram/Youtube/etc tab should be opened without displaying the prompt.
Actual result
- Nothing happens. The Facebook/Instagram/Youtube/etc links are not working anymore.
Regression range
This is not a regression since I can reproduce it in Fx 60 as well.
Additional notes
- The links are working accordingly by right-clicking on them and select Open Link in New Tab.
- The issue cannot be reproduced in Chrome or Edge since the "Don't allow www.nih.gov to prompt you again" check box is not displayed at all there.

We appreciate your report. I was able to reproduce the issue.
Tested with:
Browser / Version: Firefox Nightly 111.0a1 (2023-01-19) (64-bit) / Chrome Version 109.0.5414.75 (Official Build) (64-bit)/Microsoft Edge Version 108.0.1462.76 (Official build) (64-bit)
Operating System: Windows 10 PRO x64
Notes:
- Reproducible regardless of the status of ETP.
- Reproducible on the latest build of Firefox Nightly and Release.
- The issue cannot be reproduced in Chrome or Edge since the "Don't allow www.nih.gov to prompt you again" check box is not displayed at all there.
