Steps to reproduce

1. Sign in to sync with the same account on a desktop and android device.
2. Send a tab from desktop to mobile device.

Expected result

• A notification is displayed containing the sent tab from the desktop.

Actual result

• No notification is displayed. The notification is displayed only after manually syncing or opening the show tabs menu from Firefox Android.

Additional notes

• On iOS the notification is displayed in ~5 sec without performing a manual sync or opening Firefox.
• The tabs are received almost instantly on other desktop platforms (Windows, macOS, Ubuntu).

Jonathon recently identified the reason for this, but I can't recall the exact details.
