I did some work in https://bugzilla.mozilla.org/show_bug.cgi?id=1797806 to disable all of the runtime private browsing enhancements if private browsing has been disabled by policy, but I neglected to consider that we still may create a private browsing shortcut for users in this situation. While we can't guarantee that installs that will disable private browsing will also disable private browsing shortcut creation (we don't know policies at install time) - we ought to at least make it possible.

This exists primarily to ensure that Enterprise installs can disable it (who also may disable private browsing by policy).
