Steps to reproduce

1. Open Firefox with a new clean profile
2. Paste https://mail.google.com/ into address bar
3. Notice the "View saved logins" footer

Expected result

• "View saved logins" pop-up is displayed at regular size, without a scrollbar

Actual result

• There is a vertical scrollbar in Logins footer. The scrollbar disappears and the footer is shown at regular size after interacting with it.

Can't reproduce this on 109 but I can reproduce in 108. Might be fixed? Can we confirm this is fixed?

I can still reproduce using Firefox 109 beta 5 and latest Nightly 110.0a1 (2022-12-20), Win 10 64-bit.
I used a new profile / a profile where I didn't interact before with a login form.
