Steps to reproduce

  1. Launch Firefox.
  2. Open a few tabs.
  3. Try to reposition a tab that is not in focus or move it to a new window.

Expected result

  • All tabs should be draggable and repositioned, without being focused first.

Actual result

  • Only a focused tab can be dragged and repositioned.

Regression range

  • I don't think this is a regression, since I can reproduce the issue way back to 62.0a1.

Additional notes

  • The reposition of tabs should be as smooth as on Chrome. The focus changes the moment you touch another tab and any tab can be repositioned or moved to a new window.
