This is a spec change: https://github.com/w3c/webdriver-bidi/issues/258
If no sandbox name is given it should be treated as the default realm.
I haven't seen that wdspec tests have been added yet for this change in behavior. As such I asked Maksim to get tests updated and added. We may wanna consider to wait until tests are updated, or do that on our own in case of no reply.
