Steps to reproduce
- Open Firefox
- Access the following pdf form: https://www.irs.gov/pub/irs-pdf/f1040.pdf
- Click on Draw/Text button
- Try to draw or fill in on the fields
Expected result
- You should be able to draw and fill in on the fields of the pdf.
Actual result
- You are not able to draw and fill in on the fields of the pdf. Please see the recording.

I can confirm this issue is fixed, I verified using Firefox 108.0a1 and Firefox 107.0b3 on Win 10 x64, macOS 12 and Ubuntu 22.04 x64.
