Steps to reproduce

  1. Open Firefox with a new profile.
  2. Hit the Alt key and right arrow to navigate inside the menu bar.

Expected result

  • The hover effect is displayed.

Actual result

  • The hover effect is not displayed.

Regression range

  • Not a regression. Reproducible starting bug 1248974 when the Menu Bar hover effect was added.

Additional notes

  • Attached a screen recording.
  • The issue no longer occurs after changing the Firefox theme.
