Steps to reproduce
- Open Firefox with a new profile.
- Hit the Alt key and right arrow to navigate inside the menu bar.
Expected result
- The hover effect is displayed.
Actual result
- The hover effect is not displayed.
Regression range
- Not a regression. Reproducible starting bug 1248974 when the Menu Bar hover effect was added.
Additional notes
- Attached a screen recording.
- The issue no longer occurs after changing the Firefox theme.
