Steps to reproduce
- Go to about:preferences#privacy - Address Bar section and disable Quick Actions
- Expand address bar
- Reenable Quick Actions
- Expand address bar
Expected result
- Quick action items are not visible added/removed when turning the pref on/off
Actual result
- Small flicker in the address bar dropdown when enabling/disabling Quick Actions

This shouldn't be applicable anymore since we're no longer showing Quick Actions in zero prefix mode.
