This issue occurs also when importing data from Edge or other browsers.
The homepage settings are not imported.
NOTE: other browsers import the homepage settings from each other.

We deliberately removed homepage import in bug 1434167 because we found that homepages weren't actually what users wanted, necessarily (e.g. in the case of hijacked browsers, "dodgywebsite toolbar" extensions having set it, etc. etc.). At that time the chrome import was already broken but other browsers were not.
Whether we should bring it back is a question for product.
I'd say this is expected behavior based on the background in 1434167, and will close it as won't fix.
