Steps to reproduce
- Reach youtube.com and sign in.
- Open the notifications panel.
- Scroll the Youtube page while the notifications panel is open.
Expected result
- User should be able to scroll behind the notifications panel.
Actual result
- Unable to scroll the page if the notifications panel is opened.
