The PiP play button doesn't work if the main window video hasn't started playing after a refresh

Steps to reproduce
- Launch Firefox.
- Navigate to youtube and start playing a video.
- Refresh the tab with the video.
- After the page is refreshed press CTRL+SHIFT+] to launch PiP for the video.
- Click the play button on the PiP window.
Expected result
- Video starts playing.
Actual result
- Nothing happens.
Regression range
- Will come bag with a regression range ASAP.
Additional notes
- The issue also occurs on vimeo.
- The issue seems to be particularly affected by the block autoplay feature, since this can't be reproduced on websites like twitch, where the livestream starts playing after a page refresh.
- Might be similar to 1768202.

I don't think there is a regression range for this particular bug, mainly because the issue is reproducing ever since PiP got implemented.
As a workaround, if the user focuses anywhere on the video/page after the page refresh, autoplay will start normally and the issue does not reproduce.
