Steps to reproduce

1. Open Firefox.
2. Access about:preferences
3. Input a search string that matches content from Cookies and Site Data / Manage Execptions.
4. Open "Manage Exceptions" when highlighted as containing the search string.

Expected result
The "Manage Exceptions" displays label indicating that it contains the search string and the search string is highlighted inside the modal.

Actual result
The "Manage Exceptions" displays label indicating that it contains the search string but the search string is not highlighted inside the modal.

As an example: "Address" works as expected, but most of the search strings: block, allow, manage, don't work for this section.
