[Monochromatic Themes] The 'Remove file' button has no hover animation with certain themes

Steps to reproduce

  1. Launch Firefox.
  2. Go to about:addons -> themes and set the theme to alpenglow.
  3. Go to thinkbroadband.com/download or https://testsafebrowsing.appspot.com/ and download an item that generates a warning.
  4. Open the downloads panel and click on the item with the warning.
  5. In the submenu, hover over the 'Remove file' button.

Expected result

  • The button has a hover animation.

Actual result

  • The button has no hover animations and is displayed in a black color.

Regression range

  • Will come back with a regression range ASAP.

Additional notes

  • This is NOT a monochromatic themes issue, but it reproduces with all the new monochromatic themes.

Please note that the issue also occurs on the 'Save' button from the bookmark panel.
