[win7] Telemetry events are recorded for added bookmarks is not correct

Steps to reproduce

1. Open Firefox with a new profile.
2. Add a bookmark to the Bookmark Toolbar.
3. Open about:telemetry-> Scalars.
4. Check the value for browser.engagement.bookmarks_toolbar_bookmark_added.

Expected result

• Value is 1.

Actual result

• Value is 2.

Regression range

• I will search for one ASAP if there is one.

Notes

• Attached a screen recording.
• I cannot reproduce the issue on Windows 10x64.

I couldn't' reproduce this issue on my Win 7 32-bit system using Firefox 92 RC and latest Nightly 94.0a1. Telemetry is correctly reported each time.

Hmm... I think that the issue is intermittent. It seems that when I first tried with 92.0.1 and 93.0b8 I could not reproduce the issue. But when I tried with 94.0a1 latest nightly the issue was reproducing again. After that tried again 92.0.1 and 93.0b8 and I could sometimes reproduce the issue on Windows 7x64. Each test was performed with a new profile. Thank you!

Thank you! I was able to reliable reproduce on older builds and found that this happens on Win 7 since bug 1665391 landed, so not a recent regression.

Jared, how do we use this telemetry, may these mis-countings create huge problems to Product evaluating the feature, or is it in the acceptable range? Of course we should fix it, but I'm not sure what's the priority of it.

Romain said he's not currently looking into bookmarks telemetry or seeing bookmark related projects in the near term. He's OK with handling this with a not urgent priority.

Hello! It seems that I can reproduce the issue on macOS 11.6 M1 mini as well with Firefox 98.0b6. The same steps from comment 0 are used.
