Steps to reproduce
- Open the .dmg and drag Firefox to dock.
- Click on the Firefox icon from the dock and choose Don’t Install.
- Close Firefox and click on the Firefox dock icon again.
Expected result
- Installation window is displayed.
Actual result
- Firefox is opened from the .dmg image.
Regression range
- Not a regression, this was added by bug 516362.

I think this is working as expected. See bug 1728530 comment 2 and 3. FWIW running through the steps to reproduce you will periodically be prompted to install again, particularly if you unmount the .dmg. We won't nag you every time though.
