- have at least one log in saved inside about:logins
Steps to reproduce
- Open Firefox and go to about:logins
- Cancel the Primary Password prompt and restart firefox (CTRL+ SHIFT+ J -> CTRL+ ALT+ R).
Expected result
- Primary Password Modal window is applied for Firefox window.
Actual result
- Primary Password Modal window is applied only for Firefox Browser Console

Notes
- Attached a screen recording.
- Regression range may be inaccurate due to the fact that the issue is intermittent sometimes on older builds.
- On macOS 10.15 the browser console is not opened after restart, and on Ubuntu 18.04 the issue is not reproducible.
