Steps to reproduce
- Make sure browser.contentblocking.report.hide_vpn_banner Is set on false
- Open about:protections page
- Increase zoom level while observing the “X” button on the Mozilla VPN banner
Expected result
- “X” button should be properly adjusted, it does not overlapped the banner text
Actual result
- “X” button is not properly adjusted
Regression range
- It seems this is not a regression, and it comes with the banner implementation

This only seems to be an issue when making the window narrower. Worth fixing.
