Steps to reproduce

1. Launch Firefox access about:studies
2. Click on the Update Options button;
3. Press the Space or TAB key;

Expected result / Enhancement suggestion

• toggle/tab-cycle is from the section brought in focus;

Actual result

• page is scrolled all the way top;

Regression range

• will check when time allows it, as this is a really edge-case scenario;

Additional notes

• attached recording with the issue;
• with Preferences page in focus, if a button is in focus; pressing the Space/Enter key would open the previously selected buton's menu .... instead of toggling the checkboxes that are in view;

This is not a regression, in the current structure of the page, the same behavior is reproducible way back to Fx 59.a01.
