Steps to reproduce

1. Access about:devtools
2. Press the TAB key to reach the bottom Learn More hyperlink (from footer section);

Expected result / Enhancement suggestion

• based on the versions noticed while checking the regression range there would be some suggestions:

1. revert to indexing Learn More link as well (not ideal implementation, version from which it changed);
2. Expand the focus ring to select the Image, description and the Learn More link;
3. Removal of Learn More link (to get rid of redundancy);

Actual result

• focus ring selects icon + descriptor but skips Learn more;
• with keyboard usage, users might expect to select the Learn More link as well, as it's the case with other browser sections as well;

Regression range

• considered as "Good" the prior version, on which the TAB cycle included icon then focussed the [Learn more] link;
• last good: 2020-02-02;
• first bad: 2020-02-03;
• Pushlog URL;
