Steps to reproduce
- Launch Firefox, right click on the toolbar, select the Customize Toolbar option;
- Press the TAB key to navigate across the listed buttons/items;
Expected result
- cycling through goes smoothly;
Actual result
- some icons are not centered with the text;
Regression range
- will check when time permits it(most visible Print, Home - by 1-2pixels);

- attached a screenshot to illustrate the issue.

I've reduced the regression range to the following:
- Last good revision: fd891e83a7cd54038b0bcebb3ab85b6818e2550e (2019-09-03)
