Steps to reproduce
- Launch Firefox
- Enter Fullscreen mode
- Hover over the toolbar to make it appear
- Click on hamburger menu for example to open its dropdown menu
- Click on another icon that has a dropdown menu (ex. pocket)
Expected result
- The toolbar is still visible while the dropdown is opened
Actual result
- The toolbar will hide itself with the dropdown opened
Regression range
- Will see for a regression
Additional notes
- The issue can be seen in the attachment
- macOS is not affected

Hello! Searched for a regression range on Windows 10x64. I used the download button and hamburger menu button.

It seems that this is reproducible on macOS 11.3 M1 mini as well.
