Steps to reproduce

  1. Launch Firefox
  2. Enter Fullscreen mode
  3. Hover over the toolbar to make it appear
  4. Click on hamburger menu for example to open its dropdown menu
  5. Click on another icon that has a dropdown menu (ex. pocket)

Expected result

  • The toolbar is still visible while the dropdown is opened

Actual result

  • The toolbar will hide itself with the dropdown opened

Regression range

  • Will see for a regression

Additional notes

  • The issue can be seen in the attachment
  • macOS is not affected

Hello! Searched for a regression range on Windows 10x64. I used the download button and hamburger menu button.

Has Regression Range: no → yes

It seems that this is reproducible on macOS 11.3 M1 mini as well.
