Steps to reproduce

1. Launch Firefox and access about:privatebrowsing;
   2.Press the TAB key a couple of times to select each element from the page;

Expected result

• TAB selection should reach the link

Actual result

• TAB select skips the link;

Regression range

• will check asap; marking with regression-window wanted until confirmation;
• Potential regressor: quick check in bugzilla revealed bug 1659956, suspecting it wasn't in-scope or overlooked on initial implementation;

Additional notes

• same with Proton prefs on/off;
• attached screenshot to illustrate the section;
• set as S4 due to area of use.

This does not seem to be a regression as it is reproducing on 2020-08-20 where "Try Mozilla VPN" was integrated in the page. 2020-08-19 doesn't have that link.
