Steps to reproduce
- Make sure browser.proton.enabled is set on true in about:config
- Open about:devtools
- Click inside the Email field
- Press the Tab key in order to switch the focus to the checkbox below
Expected result
- The focus highlight is visible entirely
Actual result
- The focus highlight is cut off
Regression range
- Not a regression, visible with the Proton theme implementation

@Honza, mind taking a look as well on this one?
Could probably be set as dupe, or duplicate bug 1702124 after this one (just noticed it).
As indicated on comment 4 from bug 1702124, there is a pre-existing to Proton flaw with the focus(2nd outer ring).
With Proton, it became more visible on normal use-scenarios.
