Preconditions
- Toolbar shifting enabled
Steps to reproduce
- Open Firefox and enter fullscreen.
- Enter the customize menu and hover over the top part of the browser.
Expected result
- The Top Overflow menu and message are not covered.
Actual result
- The top overflow menu and overflow message are covered by toolbar shifting.
Regression range
- Toolbar shifting was introduced with bug 1699506 so this is not a regression.
Notes
- Attached a screen recording.
- This happens with native fullscreen enabled and disabled as well.

Similar behavior can be observed in Safari and may therefore be expected from a platform perspective.
