Does this reproduce in Safari?

I can confirm that this reproduced with Safari as well on macOS mini M1 11.2.3

It's safe to assume that this is not a regression. 2015-2016 builds would not open on macOS 10.15.7, and 2014 ones have the behavior of opening a new tab on double clicking the toolbar.
