Steps to reproduce
- Make sure browser.proton.enabled is set on true in about:config
- Open about:welcome
- Navigate the page using the TAB key until reaching available buttons (Make Default, Start Import, Done)
Expected result
- The highlight focus styling applied is the one used for buttons
Actual result
- The highlight focus styling applied is the one used for links
Regression range
- Not a regression, introduced with the Proton theme implementation

FYI onboarding will change with Proton, may not be worth focussing too much effort on onboarding until the new experience lands.
