Steps to reproduce
- Launch Firefox
- Open some tabs
- Drag a tab out of the main window in order to make it a separate window
Expected result
- The newly created window is not in maximized mode
Actual result
- The newly created window is in maximized mode
Regression range
- Will see for a regression
Additional notes
- The issue can be seen in the attachment
- This is happening on a internal 1366x768 laptop display
- I have an external fhd display attached to the laptop, and on it, this is not reproducible.
- Windows and macOS doesn't seem to be affected

Tried finding a regression on Ubuntu 20, and mozregression pinpointed me between 2015-12-27 and 2015-12-28. Unfortunately mozregression could not go any further between.
