[Ubuntu] In fullscreen, the hidden toolbar is forced in view if activating menu bar and density to touch

Steps to reproduce

  1. Launch Firefox
  2. Enter fullscreen mode
  3. Access customize page, and activate menu bar + set density to touch

Expected result

  • The toolbar is still hidden

Actual result

  • The toolbar is forced in view, and it will reset its position if the user interacts once with it

Regression range

  • Will see for a regression

Additional notes

  • The issue can be seen in the attachment
  • macOS and Windows doesn't seem to be affected
  • On 89.0a1, the menu bar will not make the toolbar drop in view, but selecting density to touch, the toolbar will drop a bit

This doesn't seem to be a regression. Got somewhere between 2017-07-01 and 2017-07-02. The build from 2017-07-01 doesn't have the "density" setting in customize mode so I couldn't reproduce the issue, while on 2017-07-02 the setting is available and the issue is reproducible.
