Steps to reproduce
- Launch Firefox
- Enter fullscreen mode
- Access customize page, and activate menu bar + set density to touch
Expected result
- The toolbar is still hidden
Actual result
- The toolbar is forced in view, and it will reset its position if the user interacts once with it
Regression range
- Will see for a regression
Additional notes
- The issue can be seen in the attachment
- macOS and Windows doesn't seem to be affected
- On 89.0a1, the menu bar will not make the toolbar drop in view, but selecting density to touch, the toolbar will drop a bit

This doesn't seem to be a regression. Got somewhere between 2017-07-01 and 2017-07-02. The build from 2017-07-01 doesn't have the "density" setting in customize mode so I couldn't reproduce the issue, while on 2017-07-02 the setting is available and the issue is reproducible.
