Steps to reproduce
- Open firefox with a new profile and shrink it to minimum width.
Expected result
- No overflow menu is displayed.
Actual result
- Overflow menu is displayed even if only one menu item is on the toolbar.
Notes
- Attached a screen recording.
- I cannot reproduce the issue with non Proton while having only Save to Pocket on the toolbar.

It seems that this issue happens with every other button from the Customize menu if the Downloads button is present in the toolbar as hidden.
So new STR:
- Open Firefox with proton enabled and leave only one random button on the toolbar alongside with hidden Downloads button.
- Resize the browser.
