QA Whiteboard: [qa-regression-triage]

Similar behavior can be seen with context menus and on Bookmarks Menu dropdown as well. (if added to toolbar from customize mode)

Depends on: 1701252

This issue is reproducible with the implementation of toolbar shifting bug 738335 and bug 1699506(behind a pref). As per above the issue is not a regression. Removing the flags.

Has STR: --- → yes

This also reproduces in Safari and may therefore be expected behavior from a platform perspective.
