Steps to reproduce

1. Make sure browser.proton.enabled is set on true in about:config
2. Open about:protections an navigate the page using TAB key
3. Observe Sign Up for Breach Alerts and Save Password buttons

Expected result

• The proton theme focus highlight applied on both buttons is the same

Actual result

• Save Password has the button specific highlight focus, while Sign Up for Breach Alerts sticks with the one used for links (see the attached screencast)

Regression range

• Not a regression, introduced with the Proton theme implementation

Additional notes

• If the user signs in, the incorrect highlight focus is now noticeable as well on View Report and Get Mozilla VPN buttons
• Set as S3, since proton is expected to be polished and pleasant to the eye, this issue should be addressed for an overall great aesthetic experience
