Steps to reproduce
- Launch Firefox
- Enter customize mode and drag multiple icons on the tab strip
- Open multiple tabs with some pages as well
- Stretch the window horizontally
Expected result
- The tab strip can be still used
Actual result
- The tab strip is no longer usable because of the overlapping icons
Regression range
- Will see for a regression.
Additional notes
- The issue can be seen in the following attachment
- On Windows 10 and Ubuntu 20.04, window controls are hidden as well in this case (see attachment in Bugzilla)

This is most likely not a regression. Got as far as 55.0a1 (2017-03-19) where it had the old UI, and the issue was still reproducible on that as well.
