This issue only occurs when Firefox is in the default window mode(Not fullscreen)
This issue is not proton related put is still visible with proton active.

Steps to reproduce
- Start Firefox.
(Optional) Switch Firefox to dark theme. - Open a new tab with about:newtab.
- Click on the arrow next to top sites to hide the section.
Expected result
*The transition to hidden for top sites is smooth.
Actual result
- The transition is not smooth because of slowing down on the last 10%.

about:newtab
has gone through a re-design and hiding/showing the top sites is done through the use of the expandable right menu. Top Sites no longer slides out of view, but instead instantly shows or hides.
I've tried reproducing the issue on both Windows 11 and Ubuntu while Firefox is not full screen and didn't observe an obvious performance issue, either by expanding/contracting the number of rows or hiding the feature entirely, so I'm going to close this as no longer being valid.
