Steps to reproduce

1. Launch Firefox, access about:preferences
2. Grab the browser and shrink it's height so the scrollbar for preferences section is displayed;
3. Reduce width as well, so the text is no longer displayed just the image icons;

Enhancement suggestion

• one one attempted implementation the buttons "moved up" instead of remaining fixed in the current position, making the scrollbar not needed on certain sizes;
• the enhancement would be to re-adjust and reduce spacing to better fit this section on certain low-resolution or high-zoom levels;

Actual result

• scrollbar is displayed;

• considering "good" builds where the section category buttons were not in a fixed position(even though the bottom side was not contained) in case it might help:
