- Launch Firefox
- Access the New Tab page
- Refresh the page 4 times
- Vertically stretch the browser window
Expected result
- The in-content search engine icon doesn't flash

- The in-content search engine icon flashes

Searched for a regression. Seems that the regressor appeared somewhere between 2019-03-18 and 2019-03-19. Mozregression gave me this pushlog and refused to go any further between.
