Steps to reproduce

  1. Launch Firefox
  2. Access the New Tab page
  3. Refresh the page 4 times
  4. Vertically stretch the browser window

Expected result

  • The in-content search engine icon doesn't flash

Actual result

  • The in-content search engine icon flashes

Regression range

  • I will see for a regression

Searched for a regression. Seems that the regressor appeared somewhere between 2019-03-18 and 2019-03-19. Mozregression gave me this pushlog and refused to go any further between.

Note that refreshing the new tab page also results in intense flashing.
