Automatically set priority to P1 when severity is set to S1.
- automatically update the field client-side
- make the priority field read-only when severity is S1
- set a tooltip explaining that the field value is locked due to the severity
- server-side force the issue, no warning/error
- means that changes to the priority on a bug that's S1 to any value other than P1 will be ignored
