Steps to reproduce

1. Launch Firefox, click on the Hamburger menu;
2. Click on the What's new option;
3. Press the Tab key a couple of times;

• [Learn more] focus expands across available div spacing instead of being limited to just the 2 words(string may vary with locales).

I can investigate a little more here and see if there's a non-invasive way of doing this; but essentially the "Learn More" link relies on default button styling to get its focus ring, and overriding that without losing other default button behaviour that we want may be more trouble than it's worth.

What's New Panel has been removed, so I'm going to close this as invalid. If it needs to be revived for the Protections panel (per 1724300) or a new version of the WNP (1754223) we can reopen it.
