Steps to reproduce
browser.toolbars.bookmarks.2h2020 set to true
- Launch Firefox, enable the bookmarks toolbar, remove all bookmarks from it;
- Click to open the Firefox menu;
- Hover on the Bookmarks section;
- In the bookmarks toolbar, add a separator;
- Click to open the Firefox menu;
- Hover on the Bookmarks section;
Expected result
a. menu shows the [Empty] dropdown;
b. menu option does not have the expand triangle;
Actual result
- on macOS the menu is not opened;
- on Win10 a small menu is open, partial width of expected length;
Regression range
- not a regresssion;
Additional notes
- attached screenshot with the issue;
- set S4 due to the unlikely-ness of ending up in this scenario.

On Windows this is bug 252126, but we should investigate the Mac behavior.
