Steps to reproduce

1. Open Firefox with a new profile and enable Bookmarks Toolbar
2. Focus the address bar and Click on the Import Bookmarks button.
3. Click Cancel or X on the Import Wizard and observe the address bar.

Expected result

• Address bar is displayed as focused as expected.

Actual result

• Address bar shrinks for a split second from both sides and then it’s restored.

• Attached a screen recording.
• On Ubuntu 20 the issue is intermittent and sometimes the whole address bar it’s shrunk and restored very fast.
• On macOS 10.12 the Address bar is unfocused when the Import Window is opened and refocused when the Import Window is closed.

This seems like a styling issue with the address bar that would probably happen with other buttons that open windows - the import button isn't doing anything special.

It does do something special: it opens a modal dialog. This means that the blur event gets delayed until after the dialog closes. I don't see us fixing this.
