Steps to reproduce
- Open Firefox and go to Customize mode.
- Select Dark theme.
- Hover over another tab.
Expected result
- No glitches are displayed.

- Glitches are displayed on the browser back arrow and the More Tools button.

Fixed up the regression in part 9 of that patch, which is being re-landed now.
The issue is verified fixed with Firefox 85.0a1 (20201210092800) on Windows 10x64, macOS 10.12 and Ubuntu 20.
