Steps to reproduce
- Open Firefox with a new profile and hover over a random tab or Close Tab, New Tab buttons.
Expected result
- Hover effect is displayed.
Actual result
- The hover effect is randomly displayed.

- I cannot reproduce the issue with MacOS 10.11 or MacOS 10.12.

This was probably caused by the switch to CoreAnimation. I'm surprised it wasn't reported earlier.
