Steps to reproduce
- Launch Firefox, windowed mode;
- Drag the browser close to the top-bar;
- Enable the Search-bar;
- Click inside the search-bar;
- Press and hold any letter, such as c
Expected result
- macOS letter suggestion should be above the browser menus;
Actual result
- mac-letter suggestion covered by search-suggestion;
Regression range
- will check and provide one asap;
Additional notes
- attached recording to illustrate the issue;
- S4 as suggested severity due to usability and impact; issue can be "bypassed" if the user drags the browser down so the menu opens above.

I have attempted to find a regressor, but it appears as this is no recent regression. This issue still reproduces on builds ar old as Nightly v55. Could not launch older builds than that using mozregression. I will assume that this is not a regression, but an implementation issue.
Please note that this issue does NOT occur in the case of the address bar.
Please NI me if you consider more investigation is needed.
