Summary: Send GPC Signal → Support GPC / globalprivacycontrol.org Signal

Mozilla is part of the group pushing GCP. It's not yet a standard, and while it might feel good to send that signal it currently doesn't mean anything more than the DNT signal we already support. From the press release, "We look forward to working with AG Becerra to make GPC legally binding under CCPA." -- at that point you can be sure we will have support.

The GPC header is now supported on many websites, some of which don't respect DNT. It has also been implemented in other browsers and extensions. At this point, wouldn't it make sense to at least implement GPC behind a flag in Firefox?
