Steps to reproduce
- Launch Firefox
- Access a pdf, for example
- Open the document's sidebar if it is not automatically opened
- Click on an outline of choice
Expected result
- The page jumps to the selected outline title
Actual result
- Nothing happens, and if page is scrolled down, it will jump to top when outlines are clicked
Regression range
- Will see for a regression.

Just encountered this issue on 78.7.0 ESR while testing on macOS. Will this fix be planned to land in ESR 78 sometime soon?
