Steps to reproduce

1. Launch Firefox.
2. Set network.cookie.cookieBehavior = 1, privacy.partition.network_state = true, urlclassifier.trackingAnnotationTable.testEntries = known-tracker.englehardt-tracker.com, dom.storage_access.auto_grants = false. Restart Firefox.
3. Navigate to https://senglehardt.com/test/dfpi/simple.html in a new tab.
4. Click on the requestStorageAccess() button from the third englehardt-tracker.com iframe.

Expected result

• The Storage Access API prompt is displayed correctly.

Actual result

• The Storage Access API prompt is NOT displayed.

Regression range

• I will check if this is a regression ASAP.

We understood from Steven that the "network.cookie.rejectForeignWithExceptions.enabled" pref is required in Beta (needs to be set to True) for the prompt to be shown. Tim, can you please confirm this?

With the "network.cookie.rejectForeignWithExceptions.enabled" pref set to True, the Storage Access API prompt is correctly displayed in 81 Beta. Based on that and based on previous comment, I will close the bug as INVALID.
